This PR adds the guarded Android download updater described in the automation plan.\n\n- Runs manually or daily at 00:20 UTC (08:20 China Standard Time).\n- Uses the official Android Studio and Emulator archive frames as the source.\n- Validates allowed download hosts, SHA-256 values, release counts, monotonic latest versions, duplicate entries, and Emulator Repository XML metadata.\n- Runs 8 offline regression tests before each live update.\n- Updates only the three generated HTML regions and refuses unexpected files or diffs over 2,000 lines.\n- Pushes the fixed automation/android-downloads branch and creates or updates a review PR; it never merges gh-pages.\n\nMerge this after the companion automation-gh-pages PR has added the generated-region markers to the published pages.
