Bump cli-compat: CLI 1.20.0+ to appkit 0.84.0 / skills 0.2.27, CLI 1.0.0-1.19.x to appkit 0.76.1 - #6988

….20.0+) CLI 1.20.0 and newer resolve AppKit 0.84.0; CLI 1.0.0 through 1.19.x stay on a separate entry with AppKit 0.76.1. Skills stay at 0.2.10. The package_manager acceptance test tags the embedded template version in its local repo, so it now tags template-v0.84.0. That version is at or above the pnpm dual-manager threshold (0.82.0), so the fallback app now uses pnpm instead of npm. CLI 1.20.0 and newer (AppKit 0.84.0) now pin Agent Skills 0.2.27; CLI 1.0.0 through 1.19.x stay on 0.2.10. The installer test that falls back to the embedded pin expects the highest entry's skills version, so it now expects v0.2.27.
