ci: switch to tag-based publishing

- Push to branch → test only (Node 18/20/22)
- Push tag v* → test then publish to npm
- Dist-tag auto-detected: alpha/beta/next/latest
- Verifies package.json version matches the git tag

Usage:
  npm version prerelease   # 2.0.0-alpha.1 → alpha.2
  git push && git push --tags
