    * Agentic AI 1.0.0-M1 milestone artifacts

Publish the Jakarta Agentic AI 1.0.0-M1 specification document, Javadoc,
and Maven coordinates on the in-development 1.0 page, following the
pattern used by Jakarta Persistence 4.0 and Jakarta NoSQL 1.1.

M1 is a non-final, draft-status milestone published for early community
feedback, so the page remains "under development" and the final 1.0
links stay commented out.

The page already shows a completed Creation/Plan Review ballot, so saying
M1 is not yet reviewed under the Eclipse Foundation Specification Process
contradicted it. What M1 lacks is the release review that ratifies a final
specification.
